Connection: how can we as a system address "attendance" encourage MH non-attenders to connect.

One of the challenges that we seem to be encountering more and more is connecting non-attenders to our school culture and system. I am always looking for new ideas although when the questions is asked,  how do we embrace and connect those non-attenders. I am aware of seeking medical input, adjusting schedules to meet the needs of these students, meeting and discussing barriers that may be present. What about when all of our reaching out, supporting does not create a shift. What then? Not alot of answers. It is a tough issue to address.
